.fr finally .freed

Amazed to see that the French are only now going to release the .fr domain to members of the general public. According to M. Dupont vous fait part de la naissance de in today's Libération the domain will be released in early 2006, just a few weeks after the same freeing up of the .eu domain was announced.

Is it normal to be so late in freeing up domain names, or are the French authorities being a little too controlling of the situation?
