Is East Lothian the first Local Authority to release material on CC?

The Media 2.0 Working Group wonder if the BBC Backstage project's fruits are the first time the BBC has released material on Creative Commons, allowing people to copy and repurpose, share and share-alike. It got me wondering if East Lothian's the first Local Authority to be releasing material on a daily basis under a Creative Commons license on its new eduBuzz service?

In fact, is there any public organisation anywhere releasing material on CC (apart from the media corps like BBC and C4)? All tips welcome.
