Chicken or egg?

Amazing similarities between the Scottish curriculum (developed and published over the past couple of years) and the English National Curriculum (published this past few months and blogged by Dave). Ours came first, but it makes me wish we had far more formal, workable links sometimes between the groups (including mine) doing the work. Where does one draw the line to finish work for Scottish teachers and learners, and begin work with education systems overseas? A constant perplexity...
